Editorial by the President

This is the first number of ECTP-CEU newsletter. The Executive Committee decided to publish a newsletter so that the European planning community can have information about Spatial Planning events all over Europe and also elsewhere.
The initiative was taken after finishing the new ECTP-CEU website. We wish to develop a more dynamic, flexible and user friendly dialogue with the planning community.

This newsletter has the objective of improving communication between members of the ECTP-CEU and between ECTP-CEU and other institutions such as professional institutes, EU institutions, Ministries, Regions, Municipalities, Universities, and associations of professionals and interests related with spatial planning.

If you think that there is something important for the planning community to know then, please, contact the ECTP-CEU secretariat. This could include, for example:
a planning initiative, a congress, an important seminar or meeting that you are promoting;
a spatial planning programme;
a new plan that will contribute to the knowledge of spatial planning,
a new planning course that will contribute to innovation in planning that one of your universities is creating; or
new methodologies or innovative tools that an Institute is researching; or 
planning legislation or directives that your Government is implementing.

Please send us your news and with some editorial discretion, we will consider publishing.

This first issue contains a variety of articles, such as ECTP-CEU initiatives or supported by us, the IX Biennial of European Towns and Town Planners, the 9th European Urban and Regional Planning Awards, the “Journées Mondiales de l’Urbanisme”, the creation of FIU the IberoAmerican Federation of Planners and the summer course in Lisbon. It also contains events promoted by ECTP-CEU members and promoted by other planning institutions. 

This newsletter will reflect the interest and support that all spatial planning institutions, and ECTP-CEU members, will give. The executive committee thinks that a regular European planning briefing on current affairs is a good way of enhancing spatial planning; I invite you to join us.

9th Biennial of Towns & Town Planners in Europe

9th Biennial of Towns & Town Planners in Europe – Genoa, 14th- 17th September 2011

The Biennial website is now available in English (click ENGLISH on the Italian front page, top left).

This is a truly European event in terms of its organisation, coverage, speakers and case studies. From the start in 1996, ECTP-CEU has supported the Biennial and facilitated its organisation through the Permanent International Working Party (the PIWP). Genoa will be busy in September – it is a popular time for conferences in the city as late summer brings guaranteed warm and pleasant weather thanks to the special Mediterranean microclimate of the Ligurian Riviera.

EUSS

In 2010, the Association of European Schools of Planning (AESOP) launched a new annual event: the European Urban Summer School (EUSS) for young professionals. AESOP wanted to bring together young professionals and both experienced academics and practitioners from across Europe to discuss planning issues. AESOP decided to invite European partners from other planning organizations to cooperate in this project. We all expected that it would facilitate trans-European understanding of planning matters and, as a consequence, help to improve the quality of life. We wished to involve both EU and non-EU countries into the project.

All partners have offered their teaching resources at European Urban Summer School. This idea was to facilitate trans-European exchange and to foster a debate on the most important planning topics. It was supposed to promote all involved actors as bodies being able to help politicians and other stakeholders in spatial development and management issues.

This concept didn't involve economic profit. The European Urban Summer School should be a platform of debate and exchange and should be run on as low as possible fees for participants. Tutors do not get any gratification for their work.

The first EUSS took place in Poland (2010), the second in Portugal (2011).

In 2012, the following organisations have joined the EUSS: European Council of Spatial Planners (ECTP-CEU), International Federation for Housing and Planning (IFHP), International Society for City and Regional Planners (ISOCARP). The event is one of the first projects within the framework of Decade of Planning 2011-2020 (more about Decade of Planning).

EUSS 2012

In our times of rapid change, young planners and professionals involved in the processes of urban transformation must develop and adopt new and more holistic approaches to planning and design in order to engage with an increasingly urban world in a meaningful manner and to propose creative interventions that go beyond the immediately physical.

Globalisation, climate change, resource depletion and financial crises are the prevailing – and often crippling – conditions, which shape our immediate professional and academic lives and longer-term futures. The 3rd European Urban Summer School (EUSS), hosted by the University of Westminster, School of Architecture and the Built Environment in September 2012, aims to bring together young and established planning and design professionals from all over Europe (and further away) and both emerging and experienced academics to develop a better understanding of some of the most pressing contemporary issues related to the built environment and to amplify and strengthen the links between planning- and design-relevant research and professional practice.


The host: University of Westminster

The University of Westminster was founded as Britain's first polytechnic in 1838 and has developed into a hub for business, professional and academic life (www.westminster.ac.uk). The School of Architecture and the Built Environment (SABE) is one of the country's leading centres in the field. The main partner in facilitating the EUSS will be the Scarcity and Creativity in the Built Environment (SCIBE) project team. SCIBE is a three-year collaborative project with teams in London, Oslo and Vienna, running from 2010 to 2013, and explores how conditions of scarcity might affect the creativity of different actors involved in the production of space and how design-led innovation could lead to future improvement (see www.scibe.eu).


The topic: Times of Scarcity – Reclaiming the Possibility of Making

The EUSS is an invitation – a call to arms – to engage in the quest for and development of new ways of thinking about and new tools in response to emerging issues of scarcity – a condition defined by the insufficiency of cultural, social, demographic and/or economic resources – in the context of the built environment. Scarcity is about more than simple resource depletion: it is embedded in political, social and ecological systems. How and by whom is scarcity generated, engineered, constructed or perceived? What are we, as planners and designers, to do under conditions of scarcity in the built environment? The EUSS is an invitation to reclaim the possibility of making the city in our times of scarcity.

London is now a leading global city, the most visited city in the world and its largest financial centre. London will host the Summer Olympic Games 2012. In September 2012, the city – its population and infrastructure – will be recovering from the event and beginning to cope with its legacy.

Participants in the EUSS will work and test their ideas on the case of a ‘deprived’ East London ward surrounded by highways and railway lines and located in-between central London, the Canary Wharf Estate and the Olympic site: Bromley-by-Bow. This is a contested urban territory typical of London, with many aspects of social inequality manifested spatially and socially. Sixty-one percent of households in this area are from ethnic minorities (particularly immigrants from Bangladesh); 43% of people aged 16-74 have no qualifications; unemployment is at almost three times the national level; almost 70% of tenure is council housing/housing association. The area features almost five times the national level of overcrowding and residents exhibit exceptionally poor health. Spectacular event architecture, hastily refurbished façades in anticipation of international visitors and the everyday reality of historically neglected East London all offer the context for EUSS explorations: a charged territory awaiting the engagement of young planning and design professionals and their proposals for intelligent, creative interventions.


Format

Based on existing research into the experience, perception and modes of scarcity in the study area, the SCIBE team will provide EUSS tutors and participants with an in-depth briefing document identifying economic, cultural, social and environmental assets and shortcomings. Members of the SCIBE team, SEED Foundation, SpaceMakers Agency as well as interdisciplinary collaborating teams will act as the core team of tutors at the EUSS. A number of additional tutors will be recruited in a separate process by the EUSS Joint Committee.

Facilities for lectures and workshops, working space and internet access for up to 60 participants will be provided at the University of Westminster’s recently refurbished Marylebone Campus. In order to facilitate communication with the local community in the study area (Bromley-by-Bow), workshops and events will also take place in the Kingsley Hall community centre during weekends.


Application Process: Tutors

Experienced professionals and academics can apply to teach and tutor at the 3rd European Urban Summer School. The organisers will cover the costs of travel and accommodation. Prospective tutors can apply by submitting a CV and a short outline of a lecture or workshop around planning, design or research that they could offer at the EUSS via email to This email address is being protected from spambots. Application Process: Participants

Prospective participants – young planners – can apply to the 3rd European Urban Summer School by submitting their response to the following task:

Identify one instance of ‘scarcity’ in the context of the built environment and propose a physical or process-related solution.

Issues and responses may be presented as text, drawings, photographs, videos or in any other desired form. The selected participants will be notified by 30 June 2012. The participation fee of 200 GBP payable upon registration, will cover teaching and teaching materials (not travel or accommodation).

A “Young Planner” is any person involved in planning having less than 5 years of professional experience.


International Award for Young Planning Professionals 2012

The Directorate responsible for planning at the Dutch Ministry of Infrastructure and Environment is encouraging young planning professionals to provide new ideas on the forms, methods and possibilities in spatial planning needed to face present-day challenges facing our human settlements. It is using the EUSS as a platform to organise an International Award for Young Planning Professionals, giving them the opportunity to present projects they are working on, explaining why these projects can be considered innovative and of a broader, more general application. The theme in 2012 will be ‘Adapting cities to scarcity: new ideas for action’. The best entries will earn free participation to the EUSS and some additional prize money.

ECTP Working Group on the Recognition of Planning Qualifications in Europe

The ECTP Working Group on the Recognition of Planning Qualifications in Europe has been set up to carry out a study and prepare proposals on the mutual recognition and mobility of planners across Europe.


The study has been commissioned by both the ECTP and AESOP and was made possible through finance received from the French and Wallonian governments. EU Directive 2006/36/EC on the Recognition of Professional Qualifications is of particular importance in the context of the study as it provides a formal, legal framework for the mutual recognition of professional qualifications between different countries where planning is a ‘regulated profession’.


The first stage of the study has been completed and was presented at the Spring General Assembly that took place in May in Belgrade.

VIII IBERIAN PLANNING CONGRESS


Covilhã (Portugal) - 27, 28 and 29 October 2011

AUP – Portuguese Association of Planners and AETU – Spanish Association of Planners have been organizing conferences since 1993 that over almost twenty years consolidated a fruitful professional exchange between the two countries in the area of ??Urban Planning.

After the Congress of Viana do Castelo (1993), Algarve (1999), Viseu (2003) and Ponta Delgada - Azores (2007), in Portugal, and
Valladolid (1995), Merida (2001) and Sevilla (2005), in Spain, it will be held at Covilhã (Portugal) the next congress with the theme "The cycle changes. A new urbanism”.

The choice of this inner city intended to reaffirm the importance of enhancing a balanced urban development in pursuit of greater social cohesion.
The fact that this is a country town with a less favorable air and train accessibility was not an obstacle to your choice, knowing that other values are enhancers of a good and participated conference.

This VIII Iberian Planning Congress proposes a wide debate on the issues which are considered to be essential for a more appropriate exercise of territory planning, to respond to current problems and challenges that emerge from the disciplinary context of a society in continuous and rapid transformation.

The Planning & Development (Amendment) Act 2010 aims to support economic renewal and promote sustainable development by ensuring that the planning system supports infrastructure investment by the State and links land-use plannign closely to evidence-based analysis, for example, population forecasts. It is all about joined-up planning – closer connections between the National Spatial Strategy, Regional Planning Guidelines, Development Plans and Local Area Plans.

The Coalition government in the United Kingdom intends to give local communities more influence on local planning, giving them greater control over decisions on housing, for example. The new law making its way through Parliament (the “Localism Bill”) will make it possible for a community to produce a Neighbourhood Plan. The basic idea of the project is to present the current condition of the urban world, which is full of tensions caused by the process of globalization. Simultaneously, the project should provide new interpretations of numerous layers and contradictions which exist and overlap in a contemporary urban space - local and global, physical and digital, rigid and flexible.

Since the world of globalization gradually transforms into the urban world covered by ambivalent transurban systems, modern cities become more important. Supported by the advanced technology they increase their urban efficiency, while their dualistic nature manifests on numerous levels of communication. Having in mind that cities also represent a clear manifestation of our time and its relativity, a new image of urban reality reflects our desires and needs, as well as different rules of a global game.

The Brunei Department of Town and Country Planning, EAROPH and IFHP is organising a joint conference on “Managing Urban Growth; Challenges for Small Cities” to address themes in the broad areas of natural resource and asset management, housing and good governance.  Making use of the presence of both European and Asian professionals, they are currently looking particularly for case studies from successful small and medium-sized European towns and cities. Final papers will be required by 15 September 2011.

I would like to inform you that on 23 July 2011, Johannes Hahn, European Commissioner for Regional Policy, and the President of the RegioStars Jury Ann Mettler, executive Director of the Brussels think thank Lisbon Council, announced the winners of the "RegioStars Awards" 2011 at the Regions for Economic Change Annual Conference in Brussels.

The winner in category 3 "CityStar - Promoting sustainable energy in cities" is Amsterdam Smart City (Netherlands).
The winner in category 4 "CityStar - Integrated, clean urban transport projects" is Innovative and sustainable mobility in Funchal (CIVITAS MIMOSA), Madeira (Portugal).


As already announced some time ago, the CityStar category for the 2012 Awards will be "Integrated strategies for the development of deprived urban areas". As this is very relevant theme in the context of the urban dimension of cohesion policy and the Leipzig Charter, I would be grateful if you could spread this information in your country and among urban stakeholders.

The deadline for receipt of applications is 15 July 2011.

REGIONAL SPATIAL PLAN OF THE CITY OF BELGRADE

After delivering and enacting the Spatial Plan of Serbia the set of regional plans have been started in 2011. Eight of them are being prepared for groups of NUTS3 districts while two of them, for regions NUTS2 with autonomous status: Autonomous Province of Vojvodina and the City of Belgrade.

All of the eight plans are coordinated by the Republic Agency for Spatial Planning and two of them (Vojvodina and City of Belgrade) are under provincial and city jurisdiction with their planning offices in charge.

The City of Belgrade Town Planning Office engaged the Republic Agency for Spatial Planning for expert support, and Prof.Dr. Borislav Stojkov as general coordinator for the Plan.

TRANSLATION OF CEMAT GLOSSARY

TRANSLATION OF CEMAT GLOSSARY

ECTP-CEU is translating the Glossary produced by CEMAT (Council of Europe Conference of Ministers Responsible for Spatial/Regional Planning) to several European languages. The Council of Europe CEMAT glossary contains the key expressions used in spatial development policies in Europe. “It is addressed to officials, professionals and representatives of the civil society involved in territorial development policies and related activities”. Originally the Glossary was written in French and English. The translations to several European languages such as Spanish, Portuguese, Serbian, Italian, Dutch and Romanian are ready. Other translations are being concluded.

CASA DO URBANISMO

CASA DO URBANISMO

ECTP-CEU president invited the three Portuguese planners associations and the Portuguese planners working in ECTP-CEU, IFHP, ISOCARP, AESOP and INTA to constitute the “CASA DO URBANISMO”. This proposal was approved and the Mayor of Cascais is supporting the initiative.

The “CASA DO URBANISMO” will be the new office of the three Portuguese planers associations, that are in a merging process, and the local office of the Portuguese planners working in international planning and planners associations.
